The plastic wrap that's encased the new block of condos at the corner of 14th & Jackson began to fall apart last week. It was blowing all over the neighborhood. Eventually, the building wrap company sent a team out to clean it up, and they gathered the plastic into these bundles, which they semi-melted into blobby bales and after a while, trucked away.
